On Japanese New 3DS units (New 3DS, New 3DS LL, and New 2DS LL), the Internet Browser comes with a very strict filter that blocks websites with user-generated content (such as YouTube and Reddit). While the 3DS Internet Browser isn't very useful these days, one may still want to disable the filter to get full functionality out of the browser.
Disabling the filter used to require paying a small fee via credit card. Given that that is no longer possible with the removal of credit card usage, the only way to remove the filter now is with custom firmware.
These instructions only remove the filter from the Internet Browser. There is currently no known way to remove other filters that also involved paying a credit card fee (such as that found in Japanese Swapdoodle).
