FBI is a title manager. It can install titles from the SD card and the network, and delete titles and tickets.

Features

• Browse and modify the SD card, TWL photos, TWL sounds, save data, and ext save data.
• Export, import, and erase save data from DS cartridges.
• Export, import, and delete save data secure values.
• Install titles/tickets from a file system, over a local network, or over the Internet with a URL or QR code.
  • Automatically imports title seeds on installation, either from the Internet or the SD card.
• Browse and delete pending titles (downloaded updates, in-progress eShop titles, etc).
• Customize appearance by placing replacements for RomFS resources in "sdmc:/fbi/theme/".
• Only available when run from a CIA, 3DS, or a 3DSX under Luma3DS:
  • Browse and modify CTR NAND, TWL NAND, and system save data.
  • Dump the raw NAND image to the SD card.
  • Launch titles installed to the system.

FBI is installed as part of Finalizing Setup on 3DS Hacks Guide. It is also on Universal-DB.

What you need=

• A (micro)SD card
• A device capable of moving files
• A Nintendo 2/3ds console
• Luma3DS installed onto your console
• The Homebrew launcher (boot.3dsx on sd root)

Section I - Prep Work

1. Download the latest release (FBI.cia and FBI.3dsx)
2. Now, put FBI.cia in your cias folder If you do not have this folder then create it
3. Now, put FBI.3dsx in your 3ds folder
4. Insert your (micro)SD into your console

Section II - Installing FBI (FBI.3dsx)

1. Turn your console on
2. Enter The Homebrew Launcher

If you have The Homebrew Launcher app on the home screen, use that If you do not have The Homebrew Launcher; Open Download play or Health and Safety information, Open rosalina menu (usually L+Down+SELECT) Go to Miscellaneous options, then click on Switch the hb. title to the current app and restart Health and Safety information / Download Play

1. Launch FBI
2. Open SD
3. Open the cias folder
4. Select FBI.cia
5. Select Install and Delete CIA

What you need

• Universal Updater
• Working Internet connection

Section I - Installing FBI (UU)

1. Open Universal Updater
2. Search for FBI
3. Press A while hovering over FBI from the list of homebrew
4. Select FBI.cia
5. Wait until it installs
6. Open the HOME menu and unpack your gift

Section I - Prep Work

1. Copy FBI.cia to your folder of choice
2. Reinsert your SD card

Section II - GodMode9

1. Press and hold Start, and while holding Start, power on your device
   • If you see the Luma3DS chainloader menu, select GodMode9 from the list
2. Select "[0:] SDCARD"
3. Navigate to the location of FBI.cia
4. Press A on FBI.cia to select it
5. Select "CIA image options..."
6. Select "Install game image"
7. Press A to unlock SysNAND (lvl1) writing, then input the key combo given
8. Press A to continue
9. Press A to relock write permissions if prompted
10. Press Start to reboot
