FBI is a title manager. It can install titles from the SD card and the network, and delete titles and tickets.

Installation
FBI is installed as part of Finalizing Setup on 3DS Hacks Guide. It is also on Universal-DB.

These instructions utilize GodMode9. If you do not have it already, please follow these instructions to install it first. |
Section I - Prep Work
- Download the latest release (the
FBI.ciafile) - Copy
FBI.ciato your SD card - Reinsert your SD card into your device
Section II - GodMode9
- Press and hold Start, and while holding Start, power on your device
- If you see the Luma3DS chainloader menu, select GodMode9 from the list
- Select "[0:] SDCARD"
- Navigate to the location of
FBI.cia - Press A on
FBI.ciato select it - Select "CIA image options..."
- Select "Install game image"
- Press A to unlock SysNAND (lvl1) writing, then input the key combo given
- Press A to continue
- Press A to relock write permissions if prompted
- Press Start to reboot
